Residents Complain About Illegal Waste Dumping

Residents of Zone 5 in Canduman, Mandaue City have raised serious concerns about illegal waste dumping activities that have persisted for over a week in their community. Anonymous residents submitted written complaints reporting that dump trucks have been improperly disposing garbage in their area despite the location not being designated as a dumping site.

Health Hazards and Official Response

The situation has become unbearable for local residents due to the overwhelming stench and increasing population of flies. The foul odor penetrates homes even with doors and windows closed, creating significant health concerns particularly for children and elderly members of the community.

According to information received by residents, the waste originated from cleanup operations following flooding at a shopping mall in Consolacion. This has compounded the environmental and health issues facing the Canduman community.

City Officials Take Action

Mayor Thadeo Jovito "Jonkie" Ouano confirmed that he had directed the Mandaue City Environment and Natural Resources Office (MCENRO) to address the complaint two days prior to the latest developments. However, the mayor noted he had not yet received updates confirming whether the waste indeed came from Consolacion.

City Administrator Atty. Gonzalo "Sally" Malig-on verified that the illegal dumping did occur and identified the responsible contractor as Wilmer Zanoria, who also serves as a barangay councilor. Malig-on stated that Zanoria was accountable for the transportation and improper disposal of the waste.

The city administration has taken immediate measures to address the situation. Malig-on confirmed that the dumping operations have been stopped and that MCENRO personnel were deployed to the area on November 17, 2025. City officials are scheduled to conduct a technical conference to resolve the matter permanently and prevent similar incidents in the future.
