Mandaue City has rolled out emergency garbage disposal protocols following operational issues at the Binaliw landfill, which have impacted waste collection across Metro Cebu. Mayor Jonkie Ouano is making a direct appeal to all residents to strictly follow proper waste segregation rules to keep the new system functioning.
Emergency Response: A Temporary Transfer Station
To maintain garbage collection services while the landfill remains inaccessible, the Mandaue City government has launched a temporary garbage transfer station. This facility, located in Barangay Umapad, began operations on January 10, 2026. It serves as a crucial hub to ensure waste does not pile up in communities.
Mayor Ouano emphasized that the success of this temporary setup hinges entirely on the cooperation of every household. "Proper segregation is critical now," he stated, warning that unsegregated waste could clog and delay the temporary system, potentially leading to sanitation problems.
Where Does the Waste Go?
The city has a clear plan for the segregated waste. Biodegradable materials will be transported to the Mandaue Green Learning Park for composting. Meanwhile, recyclable materials will be sent to a materials recovery facility (MRF) located in the neighboring city of Consolacion.
Structured Schedule for Barangays
To ensure order at the Umapad transfer station, the city has implemented a cluster-based disposal schedule from Monday to Saturday. Each barangay's garbage trucks have been assigned specific time slots to unload their collected waste. This measure is designed to prevent congestion and streamline operations at the temporary site.
Mayor Ouano reiterated that the key to navigating this garbage disposal challenge lies in the hands of the public. He called for unity and responsibility, stressing that every household's effort in segregating their trash is the fundamental solution to preventing a larger sanitation crisis in the city.
