Law enforcement agencies in Cebu Province scored a major victory against smuggling after intercepting a shipment of contraband cigarettes valued at approximately P20 million during a checkpoint operation.
Massive Contraband Haul at Santander Checkpoint
The interception occurred at a checkpoint in Barangay Poblacion, Santander town, at around 11:00 PM on Saturday, January 10, 2026. Acting on intelligence reports about an attempt to transport illegal cigarettes, a multi-agency team was on high alert. The team included personnel from the Santander Municipal Police Station, Cebu Police Provincial Office (CPPO), Regional Mobile Force Battalion 7, Provincial Intelligence Unit, Regional Intelligence Division, and Regional Special Unit 7. They were supported by the Philippine Coast Guard, Bureau of Customs, and the Bureau of Internal Revenue (BIR).
Their vigilance paid off when a closed van was flagged down. A thorough inspection of its cargo revealed 200 boxes of imported-brand cigarettes. Each box contained 50 reams of cigarettes. Verification with the BIR confirmed that the seized products were not included in the list of registered tobacco products legally allowed for sale in the Philippines, marking them as untaxed contraband.
Driver and Helpers in Custody, Charges Filed
Following the discovery, operatives immediately confiscated the smuggled goods. The driver and his two helpers, all residents of Barangay Ajong, Sibulan, Negros Oriental, were taken into custody by the Regional Special Project Unit 7. Initial information indicates the shipment originated from Negros Oriental. When asked to present travel documents and permits for the cigarettes at the checkpoint, the individuals failed to produce any.
Authorities are preparing to file charges for violations of the Customs Modernization and Tariff Act (Republic Act 10863) and Section 263 of the National Internal Revenue Code. These laws penalize individuals who possess, transport, and distribute untaxed cigarette products.
Part of Sustained Campaign Against Smuggling
Police Colonel Abubakar Mangelen Jr., chief of the Cebu Police Provincial Office, commended the operating units and partner government agencies for the successful seizure. He emphasized that this operation is part of the government's relentless campaign against the smuggling of tax-evading cigarettes.
"The CPPO will continue to strengthen border security operations in the province of Cebu and enhance coordination with national agencies to dismantle smuggling networks operating within the jurisdiction of the province," Mangelen stated. This significant bust underscores the ongoing efforts to secure the province's borders and protect national revenue from illicit trade.
