Olango Desalination Plant Launched to Aid 500 Households

The inauguration of the CSWater Lapu-Lapu (CSWLL) Olango Desalination Plant and Distribution System on Friday, February 20, 2026, marks a significant milestone for Barangay Sta. Rosa on Olango Island, where at least 500 households are poised to gain access to a safe and reliable water supply. This facility, launched through a collaboration between the Lapu-Lapu City Government and MacroAsia Corp. via its water subsidiary CSWLL Inc., has commenced initial operations, including system commissioning and the successful production of its first batch of desalinated water.

Addressing Long-Standing Water Scarcity

Mayor Ma. Cynthia “Cindi” Chan emphasized that the plant is specifically designed to tackle the island's persistent water scarcity issues, which have historically challenged residents, businesses, and public institutions due to limited freshwater sources. In a statement delivered in Cebuano, Chan highlighted the project as a testament to the power of public-private partnerships, stating, “From planning and construction to full operational readiness, this project reflects what strong collaboration between the public and private sectors can accomplish for the people of Lapu-Lapu City.”

Expansion and Future Developments

With the plant now operational, expansion plans are already underway to increase production capacity and extend distribution coverage to more households in subsequent phases. Additionally, CSWLL is set to inaugurate a second desalination facility in Barangay Punta Engaño, which boasts an initial projected capacity of up to 20 million liters per day. Residents in Punta Engaño have long depended on water deliveries from the local government because of inadequate and unreliable supply in the area.

Boosting City-Wide Water Production

Once both plants are fully operational, they are expected to significantly enhance Lapu-Lapu City's overall potable water production capacity. The groundwork for this seawater desalination bulk water supply project began in 2024, initiating its construction and development phase. Lone District Representative Junard “Ahong” Chan, who served as mayor when the project was initiated, expressed pride in the launch, noting that it ensures clean and accessible water for Olangohanons.

He explained that the facility will alleviate the burden on residents who previously struggled to secure potable water, many of whom relied on transporting water from the mainland or sourcing it from deep wells compromised by saltwater intrusion. The Olango plant represents the initial phase of a broader water infrastructure program established under a Joint Venture Agreement between the City Government and CSWLL.

Sustainable Infrastructure Model

This agreement adopts a long-term, concession-based model aimed at sustaining investment, improving operational efficiency, and expanding services to meet future demands. The successful commissioning of the Olango desalination plant not only addresses immediate water needs but also sets a precedent for innovative solutions in urban water management across the region.
