This initiative is designed to deliver clean and reliable water to more than 580 families residing in Barangay Bancal Pugad, located within the municipality of Lubao.

According to statements from the Capitol, this project was specifically implemented to tackle the persistent issue of unreliable water supply in this coastal barangay. Prior to its completion, residents often depended on manual water fetching methods and hand pumps, which were both labor-intensive and inconsistent. With the new system now operational, households are experiencing a transformative change, receiving continuous water service directly from their faucets.

Records from the Provincial Engineering Office reveal that the project commenced in June 2025 and utilizes a deep well as its primary water source, which is powered by electricity. Key features of the installation include:
- Installation of individual water meters for 190 out of 250 households in the barangay, with the remaining households scheduled for meter installation in the near future.
- Current service coverage reaching approximately 80 to 90 percent of households, ensuring widespread access to the new water supply.
- Implementation of backup facilities to maintain water supply during power interruptions, enhancing the system's sustainability and reliability.
