The suspect driver refused to exit his SUV despite requests from members of the City of Talisay Traffic Operations & Development Authority (CT-TODA), instead responding only verbally.
Initial Report
According to initial reports, the driver, identified only as Ted, had two motorcycle riders who alerted enforcers in Cebu City about the speeding SUV that had hit a motorist. One enforcer from the Cebu City Transportation Office was nearly run over by the driver when he tried to block the vehicle to stop it.
The SUV's plate number was flagged, leading to a road block at Mananga Bridge in Barangay Tabunok, Talisay City. When authorities tried to remove the foreigner from the driver's seat, he refused even as they pulled at him, and he did not release his seatbelt, resulting in a tug-of-war.
Police Involvement
Members of the Special Weapons and Tactics (SWAT) team of the Talisay City Police assisted in extracting the suspect. The situation caused traffic congestion in the area. Initial assessment suggests the driver may have been under the influence of alcohol and was uncooperative, shouting at arresting officers.
The suspect was turned over to the Traffic Enforcement Unit of the Cebu City Police Office. As of this writing, authorities are verifying the condition of the alleged hit-and-run victim.
