The National Intelligence Coordinating Agency (NICA) has spearheaded a community mural painting initiative in Subic, Zambales, bringing together young artists and multiple government agencies to spotlight the importance of the West Philippine Sea.
Artistic Expression for National Awareness
From November 18 to 19, 2025, the coastal community of Barangay Calapacuan in Subic, Zambales transformed into an open-air gallery as talented artists created large-scale murals focusing on maritime themes. The artistic endeavor was led by winners of the Poster Making Contest held in July 2025 at SM Clark, which included two student artists from Tarlac National High School and one professional engineer from Nueva Ecija.
Multi-Agency Collaboration for Maritime Education
This creative project saw unprecedented collaboration between NICA, the Armed Forces of the Philippines Northern Luzon Command, the Philippine National Police, the Philippine Coast Guard, other regional line agencies, and the municipal government of Subic. The activity formed part of the continuing observance of the Maritime and Archipelagic Nation Awareness Month, building on earlier celebrations that included WPS Victory Day events.
Enduring Reminders of Maritime Heritage
According to NICA Regional Director Ulysses Untalan, the murals serve as more than just decorative community art. "The mural painting activity stands as a vibrant, community-driven platform for raising awareness, fostering patriotism, and reinforcing public support for the Philippines' sovereign rights in the WPS," Untalan emphasized.
He further explained that "through imagery highlighting Philippine maritime heritage, the importance of resource protection and the struggles of local coastal communities, the murals serve as enduring reminders of what is at stake in the WPS." The artworks visually communicate the historical, environmental, and economic dimensions of the West Philippine Sea, making complex national issues accessible to the general public.
The completed murals now stand as colorful educational tools that continue to engage residents and visitors alike, promoting ongoing discussion about Philippines' maritime territory and resources.
