Angeles & San Fernando, Pampanga Win 2025 Gawad Makabata Awards
Pampanga Cities Honored as Child Rights Champions

The Commission on Human Rights (CHR) has honored the cities of Angeles and San Fernando in Pampanga as champions for children's rights in Central Luzon. The recognition was given during the prestigious Gawad Makabata Awards 2025, which celebrates outstanding contributions to child welfare.

Central Luzon's Child-Friendly Champions

Angeles City was declared the winner in the Highly Urbanized Cities category of the Regional Presidential Awards for Child-Friendly Municipalities and Cities. This award highlights the city's comprehensive approach to creating a safe and nurturing environment for its young residents.

Meanwhile, the City of San Fernando was one of only 13 local councils across the region recognized for the Protection of Children. The council was praised for its sustained efforts in implementing vital child protection programs that have made a tangible difference in the community.

Exemplary Leadership Recognized

Adding to the accolades, Mayor Vilma Caluag received individual recognition for her exemplary leadership. She was named among the local chief executives awarded for actively promoting and implementing child-friendly governance practices within her jurisdiction.

The selection process for these honors was rigorous and multi-faceted. Awardees were evaluated based on their strict compliance with child-friendly governance standards, the measurable impact of their child protection initiatives, and their proven ability to foster effective multi-sectoral collaboration.

A Rigorous Evaluation Process

The assessment methodology was comprehensive, ensuring that only the most deserving individuals and institutions were recognized. The process involved a thorough documentation review, on-the-ground field validation, and a final deliberation by the commission.

This meticulous approach guaranteed that the awards acknowledged only those who had made sustained and meaningful contributions to improving the lives of children in Central Luzon.

The annual Gawad Makabata Awards serves as a significant gathering point for local councils for the protection of children, private establishments, youth organizations, and dedicated advocates. All participants share a unified mission: creating safe and empowering spaces for every child in the region.
