A 43-year-old e-bike driver is facing criminal charges after a violent confrontation with police in Cebu City, an incident allegedly triggered by a three-day drug binge funded by online gambling winnings.

Gambling Win Leads to Drug-Fueled Breakdown

The suspect, identified as Elvin Ligan Brady, was arrested in the early hours of Wednesday, December 17, 2025. The arrest took place in Sitio Villa Caimito, Barangay Inayawan, at approximately 12:30 a.m. Police reports indicate Brady was under the combined influence of alcohol and illegal drugs, specifically methamphetamine or shabu, at the time.

Investigator Police Master Sgt. Alfredo Macabudbud Jr. of the Inayawan Police Station revealed the chain of events. Brady had recently won P20,000 from playing "scatter," a popular online slot game. Rather than using the money for his family's needs, he allegedly used the entire amount to purchase shabu, which fueled a prolonged drug session.

Violent Struggle and Neighborhood Disturbance

Witnesses informed authorities that Brady had not slept for three consecutive days prior to suffering what appeared to be a nervous breakdown. His behavior escalated, disturbing the neighborhood with loud shouting of profanities and harassing his own relatives.

"He refused to be caught; it took three of us officers to wrestle him down. He was very aggressive and fought back with extreme strength," Sgt. Macabudbud stated in Cebuano, describing the difficult apprehension. By the time police arrived, angry neighbors had already confronted the agitated suspect.

Charges Filed and Bizarre Remarks

Following his arrest, Brady was detained at the police station. While in custody, he made incoherent statements to local media, expressing happiness for social media and claiming it "proves God exists." He was later seen eating a meal brought to him by his partner.

Elvin Ligan Brady now faces formal charges for alarm and scandal, as well as resistance and disobedience to a person in authority. The case highlights the dangerous intersection of online gambling, substance abuse, and family violence.
