President Marcos Takes Action Against Corruption in Flood Control Projects

President Ferdinand R. Marcos Jr. has announced significant developments in the government's ongoing investigation into flood control projects, revealing that eight lawmakers will face serious corruption charges for their alleged involvement in anomalous contracts.

During his public report on Wednesday, November 26, 2025, the President confirmed that the Department of Public Works and Highways (DPWH) and the Independent Commission for Infrastructure (ICI) are preparing to submit evidence to the Ombudsman. This evidence will support recommendations for filing multiple charges including plunder, graft, bribery, and conflict-of-interest cases against the eight congressmen.

Lawmakers' Hidden Business Interests Exposed

The investigation uncovered that the accused lawmakers allegedly own construction companies that secured contracts in districts where they hold influence. President Marcos emphasized the seriousness of these findings, stating that the officials would be held accountable for their actions.

"Mag-susumite po ng ebidensya sa Ombudsman at mag-rekomenda sila ng kaso ng plunder, anti-graft, bribery, conflict of interest sa walong congressman na may-ari ng mga construction company na may proyekto sa DPWH," the President declared during his address.

While the President did not disclose the names of the lawmakers involved, he assured the public that the investigation remains ongoing and comprehensive.

Massive Asset Freeze as Investigation Expands

The Anti-Money Laundering Council (AMLC) has already taken decisive action by issuing two freeze orders covering approximately PHP12 billion in assets believed connected to the questionable contracts.

The frozen assets include an impressive array of properties and accounts:

  • Aircraft worth around PHP4 billion
  • 3,566 bank accounts
  • 198 insurance policies
  • 247 vehicles
  • 178 real estate assets
  • 16 e-wallet accounts

President Marcos warned that this represents only the beginning of the asset recovery process, stating "Umpisa pa lang po ito… mas marami pa pong asset ang mafi-freeze."

Recovering Public Funds for the People

The nationwide audit of flood control projects was initiated amid growing concerns about overpriced contracts, anomalous procurement processes, and the existence of ghost projects. The investigation spans multiple regions and covers billions of pesos worth of public works projects implemented over several years.

President Marcos reiterated the government's commitment to recovering public funds lost to corruption, emphasizing that "Ang pera ng taumbayan ay ibabalik sa taumbayan."
