Authorities have recovered the body of a former high-ranking public works official from a deep ravine in Benguet, launching a meticulous investigation that now intersects with a major government probe into alleged anomalies.

Recovery and Initial Findings

In a late-night operation, emergency responders retrieved the remains of former Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina “Cathy” Cabral from a 30-meter ravine along the iconic Kennon Road in Tuba, Benguet. The recovery happened shortly after midnight on Friday, December 19, 2025.

Department of the Interior and Local Government (DILG) Secretary Juanito Victor "Jonvic" Remulla stated that the autopsy results showed Cabral died from a "blunt traumatic injury consistent with a fall." Based on this medical examination, he confirmed there were no immediate signs of foul play in her death.

PNP's Delicate Investigation and National Interest

The Philippine National Police (PNP), however, is far from closing the case. Acting PNP chief Lt. Gen. Jose Melencio Nartatez emphasized that while the identity of the remains is confirmed, the critical task of establishing the precise circumstances of her death is now the priority.

Nartatez explained the case is being handled with extreme care due to its national interest. This sensitivity stems from Cabral's purported knowledge regarding the anomalous flood control projects currently under intense government scrutiny. "The PNP is actively working with other agencies in securing all the pieces of evidence with regard to the ongoing investigation into the flood control controversy," he stated.

Securing Evidence and Ensuring Accountability

The police are pursuing measures to secure any potential evidence Cabral might have had in her possession at the time of her death. This effort serves a dual purpose: clarifying the incident and supporting the broader probe into the DPWH irregularities.

In response to lapses that led to the relief of a local police official in Tuba, Nartatez has ordered stricter internal supervision of the involved police units. He reiterated an appeal to the public to avoid speculation and await the official investigation results.

This comprehensive probe follows the directive of President Ferdinand R. Marcos Jr., who mandated that all related law enforcement operations be conducted with diligence, integrity, and transparency.
