The Philippine National Police (PNP) is mobilizing a massive security force exceeding 16,000 personnel to ensure peace and order during three days of simultaneous prayer rallies in the National Capital Region (NCR) starting Monday, November 17, 2025.
Comprehensive Security Plan Activated
Acting PNP chief, Police Lieutenant General Jose Melencio Nartatez Jr., confirmed that the National Capital Region Police Office (NCRPO) has been on full alert status since 5:00 PM on Friday, November 14. This preemptive measure was taken to guarantee the implementation of all security protocols ahead of the major public gatherings.
To further bolster the security apparatus, the Central Luzon Police Regional Office will contribute an additional 2,000 police officers as an augmentation force. These personnel will be critical in strengthening public safety, security, and crowd management operations across the metro.
Major Gatherings and Expected Turnout
The religious group Iglesia Ni Cristo (INC) will hold its "Rally for Transparency and a Better Democracy" at Rizal Park in Manila. Concurrently, the group United People’s Initiative (UPI) will conduct its own assembly at the Edsa People Power Monument in Quezon City. Both events are scheduled from November 16 to 18, 2025.
For the INC rally alone, authorities estimate a participant count of up to 300,000 people.
"With the expected influx of people, we have activated a comprehensive security plan that covers ground operations, traffic management, intelligence monitoring, emergency response, and maritime patrols. All teams are ready to move and respond as needed," stated Nartatez.
Preparedness and Public Assurance
Nartatez emphasized that while a detailed security plan is already in place, the PNP remains flexible. The force is prepared to make adjustments based on situational demands, learning from past incidents like the September 21 anti-corruption rallies where police and Malacañang Palace were reportedly attacked by protesters.
He assured the public of the police force's readiness for any eventuality, highlighting tight coordination with other government agencies. Nartatez also pledged that maximum tolerance would be observed by all police personnel.
In a significant move to enhance transparency, PNP personnel have been directed to wear body cameras. This initiative aims to prevent unfounded allegations similar to those that arose from previous crowd dispersal incidents.
"To every participant, commuter, and resident: the PNP is prepared. Our coordination with partner agencies is tight, and our police officers are committed to keeping these gatherings peaceful, orderly, and safe for everyone," Nartatez added. "We fully respect the public’s right to peaceful assembly. In return, we ask everyone to observe safety reminders, cooperate with our officers on the ground, and help keep the environment calm and orderly."
