This move comes in response to escalating fuel prices and global economic pressures that threaten to increase the cost of basic necessities for local consumers.
Executive Order Establishes New Monitoring Body
Through Executive Order 066, Series of 2026, Archival has formally established the Cebu City Special Price Monitoring and Consumer Protection Body (SPMCPB). This new entity will operate directly under the Office of the Mayor and will coordinate comprehensive efforts to monitor market prices while addressing potential abuses that could harm consumers.
Legal Basis and Consumer Protection Mandate
The executive order cites specific provisions from the Local Government Code of 1991 and the Price Act of 1992. These laws empower local governments to actively promote consumer welfare and prevent unreasonable price increases for basic necessities and prime commodities, particularly during abnormal market conditions.
"Rising fuel prices have a direct impact on transportation, food distribution, and the overall cost of living," the executive order explicitly states. Mayor Archival emphasized that the primary objective of this initiative is to protect consumers while ensuring both the availability and affordability of essential goods.
Global Economic Factors Driving Local Action
Archival pointed to several international developments contributing to current economic challenges. Rising fuel prices combined with geopolitical tensions and conflicts in the Middle East have created significant disruptions within international supply chains. These global factors have the potential to directly affect local markets in Cebu City.
Comprehensive Responsibilities of the New Body
The newly created monitoring body will assume several critical responsibilities:
- Regular monitoring of fuel, food products, and other essential commodity prices across various retail establishments including markets, supermarkets, and gasoline stations throughout Cebu City
- Coordination with national agencies such as the Department of Trade and Industry (DTI) to enforce existing price regulations
- Investigation of reported cases involving overpricing, hoarding, price manipulation, or profiteering activities
- Establishment of a consumer complaint mechanism allowing residents to report suspected price abuses
- Recommendation of appropriate legal or administrative actions against violators
- Submission of regular reports and policy recommendations to the Office of the Mayor
- Conducting public information campaigns about prevailing market prices, consumer rights, and existing regulations
Authority and Membership Structure
The executive order authorizes the SPMCPB to conduct joint inspections and price verification activities across various commercial establishments within the city, including public markets, supermarkets, gasoline stations, and warehouses.
The body will be chaired by Mayor Archival or his designated representative. Membership will include:
- Chairpersons of City Council committees on trade and commerce and transportation
- The regional director of the Department of Trade and Industry or their representative
- The president of the Liga ng mga Barangay in Cebu City
- Officials from multiple city offices including the Business Permit and Licensing Office, City Treasurer's Office, Cebu City Police Office, Public Information Office, and City Market Office
- A representative from the Cebu Chamber of Commerce and Industry
Immediate Implementation and Practical Considerations
The executive order acknowledges that while Cebu City already maintains a Local Price Coordinating Council established under City Ordinance 1668, convening this existing body—which includes numerous national agencies and sectoral representatives—may not be immediately practical for rapid response needs.
Consequently, the newly formed SPMCPB will serve as an immediate and responsive mechanism specifically designed to oversee price monitoring activities while coordinating effectively with relevant offices. The order took effect immediately upon its issuance on March 11, 2026.
