Business owners in Cebu City are set to benefit from a significantly faster and less stressful permit renewal process, thanks to a groundbreaking directive from the city government. Mayor Nestor Archival has mandated strict adherence to the "Ease of Doing Business" law, aiming to eliminate bureaucratic delays that have long plagued permit approvals.
Three-Day Fire Safety Inspection Deadline Introduced
The most impactful change revolves around the Fire Safety Inspection Certificate (FSIC), a crucial document for business permit renewals. Under the new regulations, the Bureau of Fire Protection (BFP) is now required to submit their inspection reports to the city within a rigorous three-day deadline.
The BFP must provide either the certificates or a "negative list" identifying businesses with safety violations. Businesses not on this negative list are automatically considered compliant, allowing them to proceed with their renewal applications without unnecessary hold-ups.
Automatic Approvals Prevent Operational Delays
To ensure businesses are not left in administrative limbo, the city has implemented a robust safety mechanism:
- Automatic Approval: If the BFP fails to submit the required list within the three-day window, the business is "deemed" to possess a temporary fire certificate.
- Permit Release: This provision enables the city to automatically issue the business permit, ensuring shops and offices can continue operations seamlessly without interruption.
While the BFP retains the authority to conduct follow-up inspections for violations, they can no longer obstruct the entire renewal process, marking a significant shift toward efficiency.
Reducing Costs and Unnecessary Paperwork
This initiative builds upon recent efforts to alleviate burdens on local taxpayers. Vice Mayor Tomas Osmeña recently eliminated the requirement for notarized forms and sworn statements for temporary permits, noting these steps were not legally mandated and only imposed extra costs on small business owners.
Osmeña emphasized that as long as taxes and fees are settled, the city's priority is to expedite permit issuance, fostering a more supportive environment for entrepreneurship.
