Cebu City Councilor Winston Pepito has voiced strong opposition to a proposed "Anti-Drunk Ordinance" aimed at penalizing establishments that serve alcoholic beverages to customers who are clearly intoxicated. The ordinance, which seeks to shift accountability from individuals to businesses, has sparked debate over its fairness and economic implications.
Concerns Over Unfair Burden on Businesses
According to Pepito, the ordinance is unjust because it transfers responsibility from the individual drinker to the business owners. He warned that this could lead to establishments becoming hesitant or slowing down in serving customers, potentially negatively impacting the local economy and affecting employees. Instead of imposing fines, Pepito advocates for a more collaborative approach.
Alternative Proposal for Public Safety
Pepito suggested that establishments should instead install public warning signs, such as "Do Not Drive If You Have Been Drinking" and other messages, to remind patrons of responsible alcohol consumption. He emphasized that this method would better protect businesses and their workers while encouraging safer drinking practices. This proposal aims to foster a culture of responsibility without placing undue financial strain on local enterprises.
By focusing on education and awareness, Pepito believes the city can achieve its safety goals without compromising economic stability. The discussion continues as stakeholders weigh the benefits of regulation against potential drawbacks for Cebu's vibrant business community.
