The newly mandated councils will be led by local chief executives, with municipal or city administrators serving as Vice Chairpersons. This leadership structure is designed to foster accountability and streamline decision-making processes at the grassroots level.

To ensure robust oversight, the councils will include representatives from a wide array of stakeholders. Key participants will come from the Department of Trade and Industry (DTI), the Department of Agriculture (DA), and the National Economic and Development Authority. Additionally, the Philippine National Police, Business Permits & Licensing Office, Sangguniang Panlungsod, Market Vendors Association, transport and private sector representatives, city or municipal treasurers, and other relevant stakeholders will contribute their expertise.
