Cebu Launches P360M Rice Aid and Fuel Subsidies in April

The Cebu Provincial Government is set to launch a comprehensive six-part social mitigation program in April 2026, designed to help residents cope with escalating fuel costs and economic instability triggered by the ongoing war between Israel, the United States, and Iran in the Middle East. This initiative aims to provide immediate relief and long-term support to vulnerable communities across the province.

Key Components of the Mitigation Program

Assistant Provincial Administrator Aldwin Empaces announced on Thursday, March 19, that these crisis intervention measures are intended to cushion the impact of job losses and inflation. The Province plans to expand the program within three months to address evolving needs.

Rice Subsidy for Poorest Households

A major highlight of the program is a P360-million rice subsidy, funded through the Local Government Support Fund. This subsidy will provide 10 kilograms of rice per family to 720,000 households belonging to the poorest 25 percent of the population, ensuring food security during these challenging times.

Fuel Subsidies and Livelihood Support

In response to rising fuel prices, the transport sector will receive P100 million in fuel subsidies. This allocation will grant P3,000 to P5,000 to habal-habal (motorcycle-for-hire) drivers who are not covered by other government aid programs. To facilitate distribution, the Province is exploring a partnership with gas stations to implement a fuel voucher system.

For the agricultural sector, the Province will roll out the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers program, targeting farmers and fisherfolk across 35 local government units. The Department of Labor and Employment will validate beneficiaries to prevent overlap with existing programs like the Pantawid Pamilyang Pilipino Program or Assistance to Individuals in Crisis Situations.

Employment and Business Initiatives

To tackle unemployment, the SugboKahanas program will be launched in the second quarter, aiming to train and hire 1,200 individuals through industry partnerships. Participants will also receive P3,000 to P5,000 to cover pre-employment medical exams and drug testing.

Additionally, the SugboNegosyo program will continue to support small businesses and livelihoods, fostering economic resilience at the grassroots level.

Student Assistance

College students will benefit from financial aid through the Cebu Province-Grants Intended for Tertiary Students program, with distribution scheduled to begin in the second quarter.

Coordination and Implementation

Empaces emphasized that the Provincial Government is coordinating closely with local government units to ensure a smooth rollout and avoid duplication with National Government programs. This collaborative approach aims to maximize the impact of the mitigation efforts and provide timely support to those most affected by the global economic turmoil.
