Cebu City's iconic Fort San Pedro, a centuries-old stone fortress and one of the Philippines' most cherished historical landmarks, may soon see its first rental and entrance rate adjustments since 2009. Local officials are pushing for these changes to ensure the fort's long-term preservation and sustainability for future generations.
Proposal Aims to Address Rising Maintenance Costs
The initiative, formally filed by Councilor Nyza Archival on March 11, 2026, seeks to amend a city ordinance that has remained unchanged for nearly two decades. The primary objective is to generate sufficient revenue to cover escalating expenses for repairs, conservation, and operational upkeep.
Maintaining a historic structure like Fort San Pedro is financially demanding, with costs for labor, materials, and utilities having increased significantly since the current fees were established 17 years ago. The proposal emphasizes that existing income streams are inadequate to meet these growing financial needs.
Key Goals of the Rate Update
By implementing revised rates, the city aims to achieve several critical objectives:
- Fund essential conservation projects and routine maintenance to protect the fort's structural integrity.
- Upgrade visitor services, amenities, and overall experience at the site.
- Maintain the fort's competitiveness as a premier tourist destination in Cebu.
Since the current rates are codified in City Ordinance 2201, any changes require formal approval through a new amendment passed by the City Council.
Impact on Visitors and Event Rentals
There is positive news for general visitors and students: basic entrance fees will remain unchanged under the new plan. Regular visitors will continue to pay P50, while students and seniors will retain the discounted rate of P40. This ensures the fort remains accessible and affordable for public education and historical appreciation.
However, rental fees for private events such as weddings, parties, and commercial gatherings will see updates. The new framework introduces a more detailed pricing structure based on exclusive versus shared use of specific areas within the fort.
Proposed New Rental Rates
The proposed rates vary by location and type of event:
- Children's Playground Area: Commercial events could cost up to P16,000 on weekdays and P18,000 on weekends, while non-commercial events start at approximately P12,000.
- Garden Area: Exclusive use is proposed at P11,500 on weekdays and P13,500 on weekends, with shared options beginning around P8,000.
- Bastion Areas and Cuerpo Hall: Bastion areas range from P7,500 to P8,500 for exclusive use. The air-conditioned Cuerpo Hall is set at P16,000 on weekdays and P18,000 on weekends for a minimum six-hour booking.
Next Steps in the Legislative Process
The measure is currently under review by the council's committee on laws, which will scrutinize the financial details and regulatory implications. Following this evaluation, the proposal will return to the full City Council for a final vote.
Until the new ordinance is officially passed and published, the 2009 rates will remain in effect.
