The Lapu-Lapu City Police Office (LCPO) has issued a renewed reminder to parents and teenagers regarding the city's curfew ordinance, emphasizing its role in maintaining community safety. Officials are urging strict adherence to regulations designed to keep minors off the streets during late-night hours.

Understanding the Curfew Hours and Legal Basis

Under City Ordinance No. 179-2009, individuals under the age of 18 are prohibited from loitering or roaming outside their residences between 10 p.m. and 5 a.m., unless accompanied by an adult. The LCPO stated in a recent announcement, "Minors are prohibited from loitering or roaming outside their homes during the prescribed curfew hours." This measure aims to safeguard young residents and uphold public order.

Penalties for Curfew Violations: A Graduated System

The police have established a clear, escalating penalty structure for minors caught violating the curfew:

  • First Offense: Parents must retrieve their child from the police station. The incident is documented, and the minor receives a verbal warning. Parents are required to sign a commitment to prevent future occurrences.
  • Second Offense: In addition to the first-offense procedures, both the parent and minor must attend a half-day parenting seminar.
  • Third Offense: Both the parent and minor must complete seven days of community service on weekends or holidays.
  • Fourth Offense: A fine ranging from P3,000 to P5,000 is imposed, based on the severity of the situation. Each subsequent violation adds an additional P500 to the fine.

The city is placing significant emphasis on parental responsibility. Parents who fail to pay imposed fines could face up to 10 days of imprisonment.
