The Mandaue City Council has given its stamp of approval to the city's annual budget for the upcoming year, marking a significant early step in planning for 2026. City Administrator Gonzalo "Sally" Malig-on confirmed the budget's passage, highlighting it as a foundation for Mayor Thadeo Jovito "Jonkie" Ouano's key priorities.

Key Priorities and Digital Transformation

Malig-on stated that the newly approved financial plan directly supports the vision Mayor Ouano outlined during his inaugural address. A major focus for 2026 will be the digitalization of frontline services, a move aimed at improving efficiency and public access.

This digital shift is set to begin with the Assessor's Office before rolling out a comprehensive citywide identification system. Other significant allocations cover planned enhancements for Pajara Park, crucial flood management projects, and the continuation of various city programs.

Early Approval and Achievable Targets

The City Administrator expressed satisfaction with the swift legislative process, noting the budget was passed on December 1, 2025. "We are happy because the City Council supported the approval of the budget, and it was passed much earlier than we expected," Malig-on said.

He believes this early approval could position Mandaue City among the first local government units in the region to have its 2026 budget in place. The approved amount mirrors this year's allocation, based on the city's historical fiscal performance, with a target collection of P4.5 billion for 2026.

"Yes, the budget is achievable. And even in the event that we fall short, it will still be manageable because we already have strategies to minimize costs," Malig-on assured.

Transparency Paves the Way

Malig-on credited the smooth and timely approval process to a commitment to transparency between the executive and legislative branches. He emphasized that there were no secrets in the deliberations.

"Everything is transparent. There's nothing to hide. The mayor is transparent with the council, and there were budget hearings as well, so overall the process went smoothly," he explained.

With the budget now secured, the city administration moves forward with confidence. The 2026 financial blueprint sets a clear direction for sustaining and advancing development programs throughout Mandaue City in the coming year.
