The Mandaue City Council has officially moved to release a P5,000 Performance Enhancement Incentive (PEI) for city government employees. This action follows the completion of necessary administrative guidelines and is in line with the directive of Mayor Thadeo Jovito “Jonkie” Ouano.
Approval Follows Finalization of Guidelines
According to Councilor Joel Seno, chairman of the Committee on Appropriation, Budget, and Finance, the initial plan was to release the PEI simultaneously with the Service Recognition Incentive (SRI). However, this was not possible at the time because the required guidelines had not yet been signed.
Seno clarified that the PEI was not included in Administrative Orders No. 39 and 40, which necessitated a hold on its distribution until proper authorization was secured. The situation changed after the guidelines were officially signed on December 18, 2025.
Race Against the Holiday Clock
Despite the City Council having concluded its final session for the year on December 16, the city government is striving to ensure employees receive the incentive before December 24. The accounting office is working diligently to process the payments in time for the holiday season, as ordered by Mayor Ouano.
Councilor Seno noted that if the processing cannot be completed this week, the benefit will likely be received in January 2026. "At the very least, by January, employees will have a benefit to receive," Seno added.
Across-the-Board Distribution
The PEI will be granted on an across-the-board basis, meaning every qualified employee will receive the full P5,000 amount. Seno explained that while individual department evaluations exist, this particular incentive was designed to be equitable for all.
The move underscores the local government's effort to provide year-end financial relief and recognition to its workforce during the festive season.
