Mandaue Validates Typhoon Tino Damage House-to-House

The Mandaue City Government has launched a comprehensive house-to-house validation process to assess damage in areas affected by flooding resulting from Typhoon Tino.

Validation Process Underway

According to Mandaue City Administrator Attorney Gonzalo "Sally" Malig-on, the city began its initial validation on Wednesday, November 12, 2025, starting with Barangay Paknaan and Umapad, which have been identified as severely affected areas.

The complete validation across all barangays is expected to take two to three weeks to finish. Teams from the City Social Welfare Services (CSWS), together with barangay officials, are visiting various sitios to examine the actual condition of residents' homes.

Ensuring Fair Assessment

To guarantee fairness and prevent any potential bias, the city has implemented a new procedure. CSWS personnel are not permitted to validate damage in the barangay where they currently reside.

Malig-on further explained that while initial reports about partially and totally damaged houses were quickly submitted by barangays during the weather event, physical verification remains necessary to confirm the extent of the damage.

Focus on Most Affected Areas

The city administrator clarified that although the city cannot inspect all barangays simultaneously, the current focus is on the most severely impacted locations to prioritize assistance where it's needed most.

Malig-on also noted that the national government, through the Department of Social Welfare and Development (DSWD), has requested data for possible aid distribution. Mandaue City has already submitted its initial report, but the entries are still undergoing verification.

Looking toward recovery, Malig-on emphasized that "the city will have a different course of action for those who lost their homes. These families need long-term solutions" beyond immediate relief efforts.
