The task force was created through an Executive Order issued by Mayor Vilma Caluag on February 9, 2026. This measure comes amid the national government's intensified campaign against illegal cigarette manufacturing, with Caluag emphasizing that the initiative aligns closely with the efforts of national agencies targeting unlawful business activities. She highlighted that the task force will serve as the city government's primary mechanism for ongoing monitoring and inter-agency coordination.

Initial Inspections and Scope

As of February 16, 2026, the city government reported that nearly 50 warehouses and business establishments in Barangays Calulut and Lara have already undergone inspections. These checks are part of a broader compliance effort focusing on storage facilities and other high-risk establishments. During a recent Peace and Order Council meeting, Mayor Caluag ordered the activation of the council and directed relevant departments to prioritize and support the task force's monitoring activities.

Strict Evaluation and Future Plans

With nearly 13,000 registered business establishments in San Fernando, Caluag underscored the necessity for rigorous evaluation prior to issuing or renewing business permits. She has instructed the task force to establish a clear timeline for inspecting more than 1,000 warehouses and establishments across the city, aiming for comprehensive coverage.

Task Force Composition and Leadership

The task force is chaired by City Legal Officer and Acting City Administrator Kristannico Abad. It comprises department heads and offices responsible for business permits and licensing, general services, health, and peace and order. This diverse composition is intended to facilitate a coordinated and thorough enforcement effort, ensuring that all aspects of business operations are adequately monitored.
