The Commission on Elections (Comelec), acting as the National Board of Canvassers (NBOC), officially proclaimed Elmer Catulpos as the new representative of the 1Tahanan partylist in the House of Representatives on Thursday, May 28, 2026.
Proclamation Ceremony
During a ceremony held at the Comelec headquarters, the NBOC declared Catulpos as the successor to Representative Nathaniel Oducado, who had resigned from his post. The Comelec stated, "The Commission, after due deliberation, resolves to approve and adopt the recommendation of the Law Department relative to the resignation of Representative Nathaniel M. Oducado of 1Tahanan Partylist, to issue Certificate of Proclamation in favor of Mr. Elmer V. Catulpos as the new representative of 1Tahanan Partylist in the House of Representatives vice Hon. Nathaniel M. Oducado."
Background
In the May 2025 elections, 1Tahanan garnered a total of 309,761 votes, securing one seat in the 20th Congress. On May 18, 2026, Oducado formally resigned as a member of the House of Representatives, creating a vacancy that has now been filled by Catulpos. The proclamation ensures continuity of representation for the partylist in the legislative body.
