Police authorities in Cebu City and Cebu Province have initiated a stricter implementation of local ordinances following a directive from the Department of the Interior and Local Government (DILG). This move aims to enhance public order and safety across the region.

Key Provisions of the Enforcement Campaign

The enforcement includes prohibitions on drinking alcoholic beverages in public areas, a curfew for minors, restrictions on public nudity, and regulations against excessive noise from activities like videoke during nighttime hours. DILG Secretary Jonvic Remulla issued the nationwide directive to address rising public disturbances.

The primary goal is to reduce incidents such as street fights and cases of sexual harassment, which often stem from public intoxication and a lack of discipline. By tightening enforcement, authorities hope to foster a safer environment for residents and visitors alike.

Police Response and Operational Details

Police Lieutenant Colonel Franco Rodulf Oriol, the information officer for the Cebu City Police Office (CCPO), revealed that Police Colonel George Ylanan has instructed all station commanders and special units to immediately act on the directive. "Our City Director has given instructions... to intensify operations, particularly on curfew for minors, public drinking or intoxication, including half-naked individuals and videoke regulation ordinances," Oriol stated.

Oriol clarified that this campaign is not new for the CCPO, as it builds upon previous initiatives like "Oplan Bulabog" and "Oplan Bakal Sita." Consequently, police will not issue warnings before taking action, as the public has been informed about these regulations for an extended period.

Warnings to Establishments and Provincial Coordination

Establishments found selling alcoholic beverages to minors risk losing their business permits, underscoring the seriousness of the enforcement. In Cebu Province, Police Major Sam Dacullo, the provincial spokesperson, noted that Police Colonel Abubakar Mangelen Jr. has directed all police chiefs in towns and cities to collaborate closely with their respective Local Government Units (LGUs).

Barangay captains are urged to inform residents about the strict law enforcement to prevent arrests. Police aim to ensure that by 10:00 PM, no minors are loitering on the streets. Those apprehended will be taken to their barangay halls for proper disposition, emphasizing a community-based approach to handling violations.

This coordinated effort between police and local governments reflects a proactive stance in maintaining public order and addressing safety concerns in Cebu.
