Col. Ricardo David has been appointed as the new Provincial Director of the Pampanga Police Office, effective last Thursday, June 11, 2026. He assumed the post without a formal turnover ceremony.
Col. David replaces Col. Eugene Marcelo, who had held the position for over a year. However, Marcelo was relieved due to unresolved crimes and weak accomplishments, according to an Intelligence Officer (IO) from Dateline. Two robbery holdups in Porac, which netted millions of pesos, were cited as reasons for his removal.
Col. David previously served as Chief of Police of the City of San Fernando, where he achieved significant accomplishments. He also served as Deputy of the Police Regional Office 3's Regional Police Community Affairs Division. He is a member of the Philippine National Police Academy (PNPA) Class of 1997.
