DILG Chief Remulla Emphasizes Prohibition on Dual Salaries Amid Retirement Controversy
In a recent statement, Interior and Local Government Secretary Jonvic Remulla has made it clear that government officials, including police personnel, are strictly prohibited from receiving double salaries from two different positions within the government. This clarification comes in the wake of the ongoing optional retirement issue involving former Philippine National Police (PNP) chief Nicolas Torre III, who currently serves as the general manager of the Metropolitan Manila Development Authority (MMDA).
Remulla's Stance on Torre's Salary Situation
According to Secretary Remulla, if Nicolas Torre III is indeed receiving a salary from the PNP while also being compensated by the MMDA, he must return the salary from his former position. This underscores the government's commitment to upholding ethical standards and preventing any form of financial impropriety among public servants. Remulla emphasized that such practices are not only against regulations but also undermine public trust in government institutions.
Torre's Response and Retirement Status
In response to these allegations, Nicolas Torre III has clarified that he has not signed any application for retirement, which complicates the situation further. Secretary Remulla noted that the final decision on this matter rests with Malacañang, and no one can be forced to retire without signing the necessary documents. This highlights the procedural complexities involved in government retirements and the importance of following legal protocols.
Approval of Retirement Benefits and Clearance Requirements
It has been revealed that Torre's retirement benefits have already been approved, which include a lump sum of approximately ₱7.5 million and a lifetime monthly pension of nearly ₱190,000. Despite being cleared by the National Police Commission (NAPOLCOM), Torre still requires clearance from the Office of the Ombudsman regarding reported harassment cases. This indicates that while administrative hurdles may be overcome, legal and ethical reviews remain crucial for full resolution.
NAPOLCOM's Automatic Resignation Rule
Meanwhile, the NAPOLCOM has stated that Nicolas Torre III is automatically considered to have resigned from the PNP upon accepting his position at the MMDA. This rule is part of standard procedures to prevent conflicts of interest and ensure that individuals do not hold multiple conflicting roles in government. It serves as a reminder of the strict guidelines in place to maintain integrity within public service.
This issue sheds light on the broader challenges of governance and accountability in the Philippines, emphasizing the need for transparency and adherence to rules in all government operations.
