Former Law Enforcer Apprehended in Motorcycle Theft
Operatives from Police Station 9 successfully arrested a dismissed policeman involved in a carnapping incident in Barangay Cabug, Bacolod City. The arrest occurred in the early hours of November 19, 2025, marking another significant operation for the Bacolod City Police Office (BCPO).
Details of the Carnapping Incident
The suspect was identified as Wenefredo Casuyon, 46, a former member of the BCPO and a resident of Glendale Homes Subdivision in Barangay Granada. According to official reports, the arrest took place inside a subdivision in Barangay Cabug at approximately 1:10 a.m. after Casuyon allegedly stole a motorcycle belonging to a 19-year-old individual known as Jofranz.
The victim promptly sought help from a local security guard and the police, which led to the swift location and apprehension of the suspect. Authorities confirmed the recovery of the stolen motorcycle from Casuyon's possession at the scene.
Suspect's History and Facing Justice
BCPO records reveal that Wenefredo Casuyon was dismissed from the police service in 2016 due to administrative offenses. His dismissal stemmed from a 2014 incident where he was involved in the theft of a motorcycle borrowed from a police trainee, for which he was charged with grave misconduct.
Casuyon is currently detained at the custodial facility of Police Station 9. He will be formally charged with a violation of Republic Act 10883, also known as the New Anti-Carnapping Act of 2016.
Major Drug Bust Nets P748,000 in Shabu
In a separate anti-crime operation, the Police Regional Office–Negros Island Region (PRO-NIR) reported a significant victory against illegal drugs. On November 18, 2025, the BCPO Drug Enforcement Unit conducted a buy-bust operation in Purok Kabuhi, Barangay 10, Bacolod City.
The operation resulted in the seizure of approximately 110 grams of shabu, with an estimated street value of P748,000. Two individuals were arrested during the sting: a 56-year-old high-value drug personality known as "Wen" from Barangay 10, and a 37-year-old street-level individual known as "Pat" from Barangay 8.
Recovered evidence included several plastic sachets containing the illegal substance, marked money, and other non-drug related items.
Coordinated Efforts Lead to Arrests
Lieutenant Colonel Joem Malong, chief of the PRO-NIR Public Information Office, stated that the operation was launched based on information from an informant regarding active illegal drug activities in various barangays across Bacolod City.
"Upon receipt of the information, operatives conducted casing and surveillance operations in preparation for a possible law enforcement action," Malong said. The buy-bust was successfully executed after coordination with the Philippine Drug Enforcement Agency (PDEA), leading to the suspects' arrest.
Both suspects are now detained at Police Station 2 and will face charges for violating Sections 5 and 11 of Republic Act 9165, the Comprehensive Dangerous Drugs Act of 2002.

Brigadier General Arnold Thomas Ibay, PRO-NIR director, emphasized that these accomplishments reflect the relentless efforts of police units across the region to combat criminality and the proliferation of illegal drugs.
He commended the operating troops for their dedication and stressed that PRO-NIR will remain unwavering in its pursuit of criminals. "The fight against illegal drugs is a continuing priority of PRO-NIR. We will not slow down, we will continue to strengthen our operations to ensure a safer and drug-free Negros Island Region," Ibay stated.
He also called for continued community vigilance and support, highlighting that public cooperation is vital for sustaining the momentum in the region's intensified anti-illegal drugs campaign.
