Gov't Orders Housing Payment Freeze After Typhoon

The Department of Human Settlements and Urban Development (DHSUD) has mandated a comprehensive nationwide suspension of housing amortization payments in response to President Ferdinand Marcos Jr.'s declaration of a state of national calamity following the devastation caused by Typhoon Tino in Visayas and Mindanao regions.

Immediate Relief for Affected Homeowners

DHSUD Secretary Jose Ramon Aliling has directed four major housing institutions to immediately halt collection activities. The order affects Pag-Ibig Fund, National Housing Authority, Social Housing Finance Corporation (SHFC), and National Home Mortgage Finance Corporation (NHMFC), providing crucial financial breathing space for borrowers impacted by the recent natural disaster.

"In line with the President's declaration, we urged our attached agencies to implement a temporary moratorium for member-beneficiaries hit by the calamity," Aliling stated in an official release dated November 12, 2025. He emphasized that "easing this burden is an immediate contribution to the President's call to deliver relief to affected families."

Specific Moratorium Periods and Coverage Areas

The relief measures feature clearly defined implementation periods across different agencies. The Social Housing Finance Corporation has established its moratorium window from November 4 to December 3, extending coverage to member-beneficiaries across multiple regions including Mimaropa, Western Visayas, Central Visayas, Eastern Visayas, and Caraga.

Similarly, the National Home Mortgage Finance Corporation has authorized a parallel one-month payment suspension running from November 4 to December 3. This relief specifically targets housing loan borrowers in Central and Eastern Visayas who suffered effects from Typhoon Tino's destructive path.

Additional Shelter Support Measures

Beyond the financial relief through payment suspensions, DHSUD has activated practical housing solutions for displaced families. The department has opened modular housing units at Bayanihan Village in San Remigio, Cebu, providing immediate shelter for those who lost their homes during the typhoon.

The agency demonstrated proactive planning by activating regional shelter clusters ahead of the storm's landfall. "We are in constant coordination with other agencies to ensure an efficient response. It is important that we remain proactive and ready to assist," Secretary Aliling affirmed, highlighting the government's comprehensive approach to disaster management.

President Marcos initially issued the national calamity declaration on November 6, 2025, as government authorities conducted damage assessments from both Typhoon Tino and the preceding Typhoon Uwan. The coordinated response reflects the administration's commitment to addressing both immediate and intermediate needs of affected communities during natural disasters.
