Mandaue Police Champion in Empo 2025 Challenge

The Mandaue City Police Office (MCPO) has achieved a top honor in national law enforcement, securing the championship title in the prestigious Enhanced Management of Police Operations (Empo) 2025 Challenge.

Victory in a High-Stakes Simulation

This annual competition, which concluded on Tuesday, December 2, 2025, rigorously tested police units across the country. The central challenge was a simulated robbery hold-up scenario, designed to assess real-time decision-making and operational response under intense pressure.

The MCPO squad excelled in this demanding environment, demonstrating exceptional composure and skill. Their performance was judged on leadership, tactical execution, and the speed and accuracy of their critical decisions. Ultimately, their efforts culminated in a remarkable final score of 98.53 percent, securing their position as the clear champion.

Recognition from Top Brass

The award was formally presented to MCPO director, Police Colonel Cirilo Acosta Jr., by Police Brigadier General Redrico Maranan. The Empo Challenge is a flagship program under the leadership of Police Lieutenant General Jose Melencio Nartatez Jr., the acting chief of the Philippine National Police (PNP).

Colonel Acosta dedicated the award to his entire team. He expressed profound gratitude for the recognition, stating that the victory symbolizes the collective dedication, discipline, and teamwork of every member of the Mandaue City Police Office. He reaffirmed the unit's unwavering commitment to refining their methods to offer enhanced protection and service to Mandaue City's residents.

The Future of Policing: Data-Driven and Modernized

The Empo program is more than just a competition; it is a cornerstone of the PNP's modernization strategy. It actively promotes a shift towards data-driven policing, encouraging the adoption of contemporary strategies and advanced technologies.

This modern approach is deemed essential for combating an evolving landscape of criminal threats. The program specifically aims to improve police efficacy against complex crimes such as:

  • Transnational offenses
  • Illegal drug trafficking
  • Terrorism
  • Cybercrimes

MCPO's triumph in the Empo 2025 Challenge not only brings honor to the city but also positions them as a leading model for effective, modern, and community-focused policing in the Philippines.
