The award was formally presented to MCPO Director, Police Col. Cirilo Acosta Jr., by Police Brigadier Gen. Redrico Maranan in a ceremony held on Tuesday, December 2, 2025. The EMPO Challenge is a priority program of Police Lieutenant Gen. Jose Melencio Nartatez Jr., the Chief of the Philippine National Police (PNP). The initiative promotes the adoption of modern policing strategies, including data-driven policing and the use of advanced technology to solve various types of crime.
