New Guimaras Police Chief Assumes Leadership Role

The Guimaras Police Provincial Office witnessed a significant leadership transition as Police Colonel Leonardo Borromeo formally assumed the role of officer-in-charge during a ceremonial turnover on November 17, 2025.

Ceremonial Turnover at Camp Delgado

The formal installation ceremony took place at Camp General Martin Teófilo B. Delgado in Fort San Pedro, Iloilo City, with Police Brigadier General Josefino Ligan, the director of Police Regional Office 6 (PRO 6), presiding over the proceedings. The event marked the official transfer of leadership from outgoing provincial director Police Colonel Rhea Santos to the incoming officer-in-charge.

The ceremony featured the symbolic turnover of the office symbol, property, and equipment inventory book, signifying the complete handover of responsibilities. Distinguished guests included Director Benjamin Florentino of the National Police Commission (Napolcom) in Western Visayas, along with members of the PRO 6 command group.

Messages from Outgoing and Incoming Leaders

In her farewell address, Colonel Santos expressed heartfelt gratitude to the personnel of Guimaras PPO for their support throughout her tenure. "To the people I worked with, the communities I served, the challenges we faced together has made me a better officer and stronger public servant," Santos stated. She particularly acknowledged those who provided support behind the scenes, noting that their unseen contributions made a tremendous difference in her leadership journey.

Following the signing of his assumption of office, Colonel Borromeo acknowledged the trust placed in him by the regional leadership. In a poetic analogy, he shared his leadership philosophy: "Just like my days with RLRDD, I will portray an aura of a water in GPPO, shapeless, innocent, nourishing, but forceful enough to do great things if nurtured."

Regional Leadership Guidance and Future Assignments

Police Brigadier General Ligan expressed appreciation for Santos's dedicated service while welcoming the incoming officer-in-charge. "Thank you, Police Colonel Santos, for your dedicated service. To Police Colonel Borromeo, welcome to your new role. We eagerly anticipate the accomplishments you will bring to the Guimaras PPO and to the entire PRO6," Ligan stated during his guidance message.

Following the leadership transition, Colonel Santos will return to her previous assignment as chief of the Regional Logistics and Research Development Division. This reassignment comes as part of the strategic movement within the Philippine National Police organization in Western Visayas.

The ceremony concluded with the formal establishment of Borromeo's leadership, setting the stage for new directions in police services and community safety initiatives throughout Guimaras province under his stewardship.
