Duterte Denies Tulfo's Destabilization Allegations

Davao City First District Representative Paolo "Pulong" Duterte has strongly rejected claims made by retired journalist Ramon "Mon" Tulfo that he, along with Vice President Sara Duterte and businessman Luis "Chavit" Singson, were financiers of a destabilization plot against the government.

The controversy erupted earlier this week when Tulfo posted on social media a list of individuals he claimed the government was "closely watching" for alleged involvement in destabilization activities. The list included prominent political figures and former officials, sparking immediate reactions from those named.

Tulfo Defends His Reporting

In his defense, Tulfo maintained that his reporting was objective and not libelous. The veteran journalist, known for his controversial career, wrote: "I've stirred a hornet's nest after I came out with the list of people the government is closely watching."

Tulfo responded to concerns from his long-time friend Alex Allan, a former ace journalist, who suggested he might face libel suits. "How could I be charged with libel when that report was objective and did not make any unfair comment on anybody in the list?" Tulfo emphasized in his social media post.

The retired broadcaster also denied accusations of shifting political loyalties, dismissing claims that he was "balimbing" (turncoat) as false. He attributed his departure from the Philippine Star to what he called objective commentary about former President BBM.

Duterte's Fiery Response

Representative Duterte did not hold back in his criticism of Tulfo's claims. He described the list as fabricated and accused Tulfo of sensationalism.

"This guy must be really proud of his imagination — it's the only thing working harder than his sense of journalism," Duterte stated. "If this so-called 'list' is his version of insider intelligence, then the only thing that needs confirmation is whether he still knows the difference between fact and fiction."

The Davao congressman also questioned Tulfo's motives, suggesting the accusations might be driven by personal ambition. He referenced rumors that Tulfo had sought an appointment as special envoy to China, though Tulfo has not publicly responded to these personal remarks.

Complete List of Named Individuals

Tulfo's controversial list included several other individuals beyond the three main names:

  • Romeo Poquiz
  • Orly De Leon
  • Benjamin Magalong (for confirmation)
  • Johnny Macanas
  • Gerald Bantag
  • Col. Lachica
  • Col. Leonardo
  • Col. Metran
  • Capt. Dado Enriquez
  • Ferdinand Topacio
  • Vic Rodriguez
  • Mike Defensor
  • Rodante Marcoleta
  • Orlando Olamit
  • Alias Monk

Government Maintains Silence

As of November 12, 2025, Malacañang and national security officials have remained silent on the existence of any destabilization watchlist. No government agency has confirmed that the individuals named by Tulfo are under surveillance.

The absence of official confirmation or denial from government authorities has left the claims in a state of uncertainty. No formal complaints have been filed regarding the matter, and no agency has verified Tulfo's allegations.

Tulfo admitted that he did not reveal his sources and that the claims remain unverified. Despite this, he maintains that he was merely reporting the truth, while those he named insist the story is completely fabricated.

The situation remains unresolved, with Tulfo standing by his reporting and the accused individuals vehemently denying any involvement in destabilization activities. Without corroborating evidence or official statements, the controversy continues to generate discussion in political circles.
