Manila Mayor: Schools to Expel Minors in Bullying, Violence

Manila Mayor Francisco “Isko Moreno” Domagoso warned on Friday, June 26, that colleges and universities in the city will not admit or will expel minor students who engage in violent or disruptive behavior.

Under a proposed ordinance, students caught carrying weapons on school grounds, involved in riots, or proven guilty of bullying will be expelled from public schools in Manila, including the Universidad de Manila and Pamantasan ng Lungsod ng Maynila. The measure aims to strengthen discipline and safety across campuses.

Due Process for Students

Domagoso emphasized that students found to have engaged in bullying will first undergo due process, but the outcome could still lead to their expulsion.

“I believe in the right of the individual, but we also have a responsibility to the people,” Domagoso said, as quoted by the Philippine News Agency.

Scope of the Ordinance

The proposed ordinance covers all public schools in Manila, targeting minor students who pose a threat to campus security. It seeks to create a safer learning environment by removing disruptive elements.
