Cebu Food Bank Transforms from Humble Home Initiative to Major Anti-Hunger Force
What started as a modest home-based feeding program back in 2015 has blossomed into a comprehensive food bank by 2023, showcasing the amplified anti-hunger endeavors spearheaded by Cebu Governor Pamela Baricuatro. Operating under the SimplyShare Foundation Inc. (SSFI), the Cebu Food Bank now stands as a beacon of hope for vulnerable communities, with a particular focus on alleviating food insecurity among children.
Governor's Tour Highlights Foundation's Operations
On Tuesday, March 24, 2026, Governor Baricuatro conducted a swift inspection of the Cebu Food Bank facility, managed by her daughter, SSFI Executive Director Elisse Nicole Catalan. This visit underscored the foundation's dedicated operations aimed at tackling hunger and supporting those in need across the region.
Strategic Partnerships and Supply Sourcing
Catalan revealed that the Cebu Food Bank secures its provisions from surplus food and generous donations provided by partner companies. In a significant development, the foundation has forged a partnership with the Global FoodBanking Network, an international nonprofit organization that supports food banks in over 50 countries worldwide.
Before receiving support from this global network, Catalan explained that a non-government organization must first complete certification through the NGO source equivalency determination process. This step ensures that organizations meet stringent standards for transparency and effectiveness in their operations.
Unique Position in the Philippine Landscape
The Cebu Food Bank currently holds a distinctive position as one of only two food banks operating within the Philippines, alongside Rise Against Hunger Philippines. Meanwhile, the Angat Buhay Foundation, established by former Vice President Leni Robredo, is also in the process of developing its own food bank initiative, indicating a growing movement towards addressing food insecurity in the country.
Legal Challenges Dismissed by Prosecution Office
In a related development, the Office of the Cebu City Prosecutor has dismissed a complaint filed in April 2025 by Department of Social Welfare and Development (DSWD) 7 Director Shalaine Marie Lucero. The complaint targeted SSFI officials, including Baricuatro and Catalan, over allegations of illegal solicitation of donations.
Interestingly, prior to this legal action, in March 2025, Director Lucero herself had issued a Certificate of Recognition to the foundation. The prosecution's resolution, dated July 24, 2025, concluded that there was no prima facie evidence with reasonable certainty of conviction against Baricuatro and Catalan.
Prosecution's Reasoning and Historical Context
The officials were accused of violating Presidential Decree 1564, known as the Solicitation Permit Law, in relation to the Cybercrime Prevention Act, for allegedly soliciting donations through the foundation's website and social media accounts without the necessary permits from DSWD 7.
However, the prosecution highlighted that from 2020 onwards, the DSWD had never identified the foundation's activities as unlawful or attempted to halt them. Instead, the agency had commended the foundation, supported its operations, and even granted it a license to operate until 2028, which the decision described as "a clear and unmistakable affirmation of trust."
The resolution further stated, "That they now turn around and invoke penal sanctions creates an absurdity bordering on estoppel." It emphasized that if any procedural lapses occurred, the appropriate response should involve administrative remedies, such as ensuring future compliance, rather than imposing criminal liability. The decision advocated for corrective measures over criminalizing what it deemed "genuine acts of public service."
This dismissal reinforces the foundation's legitimacy and allows the Cebu Food Bank to continue its critical work in combating hunger and supporting communities in need, backed by both local and international partnerships.
