The Cebu Provincial Government and the Municipality of Malabuyoc have formalized an agreement to upgrade the Mariano Jesus Cuenco Memorial Hospital into a Level 1 general hospital. On June 17, 2026, both parties signed a Deed of Usufruct, granting the province authority to develop and manage the facility while ownership remains with the municipality.
Key Agreement Signed
In a press conference on Wednesday, June 17, 2026, Cebu Governor Pamela Baricuatro announced that the Deed of Usufruct allows the province to use, develop, and manage the hospital property. This arrangement is a critical step toward the hospital's transition from an infirmary to a fully licensed Level 1 general hospital.
Expanded Healthcare Services
The upgrade aims to bring advanced medical services closer to residents of southwestern Cebu. Once completed, the hospital will offer surgical procedures, clinical laboratory testing, and blood station facilities. Governor Baricuatro noted that the hospital already has two anesthesia machines and a surgeon, enabling it to perform surgeries.
“Level 1 means they can already perform surgeries,” Baricuatro said. The initiative is part of the provincial government's broader effort to improve healthcare access in underserved communities and reduce the need for patients to travel long distances for treatment.
Long-Term Investment
Provincial officials view the project as a long-term investment in health infrastructure for southwestern Cebu. It is expected to benefit residents of Malabuyoc and neighboring municipalities by providing timely medical care and addressing growing healthcare needs in the area.
