Governor Pam Baricuatro announced that the 80-megawatt wind power project in Alegria City, Cebu, will help address the province's power supply shortage and long-standing infrastructure challenges.
In a media interview on Friday, June 12, 2026, Baricuatro said the project will directly combat the rotational brownouts affecting the province. She emphasized that this initiative will significantly improve the energy situation, which has been a basic infrastructure issue for years.
Baricuatro revealed that MC Power Solutions, Inc. first coordinated with the Department of Energy (DOE) before approaching the provincial government. She expressed optimism about Cebu's energy future, noting another oil exploration project in Alegria that could generate an additional 150 megawatts from gas. The wind farm is also expected to boost Alegria's economy and tourism, drawing comparisons to the Ilocos wind farms that have become major tourist destinations.
To ensure local benefits, Baricuatro urged project developers to prioritize hiring residents of Alegria. Host communities will receive shares from real property taxes, local business taxes, a one percent royalty on gross income, and a portion of electricity sales. This includes a P0.03 per kilowatt-hour share under DOE Regulations 1-94, as well as community assistance through MC Power's corporate social responsibility program.
The Cebu Provincial Development Council (PDC) Executive Committee endorsed the project during its meeting on Wednesday, June 10. Baricuatro said the provincial government is now seeking endorsement from the Regional Development Council (RDC).
The project is scheduled to supply 80 megawatts of power to the National Grid Corporation of the Philippines (NGCP) upon completion in 2028. Currently, MC Power is conducting land surveys, environmental studies, and community consultations during the pre-development stage. The company has also installed a meteorological mast in Barangay Guadalupe to assess wind speeds for the planned ten wind turbine generators, each with an eight-megawatt capacity. The project area includes Barangays Valencia and Lepanto.
Detailed design and civil works are set to begin in the first quarter of 2027. The PDC resolution will be submitted to the RDC for final endorsement to the national government.
