Isabela City Starts Sakayan Festival 2026 with Parade of Lights

ZAMBOANGA. The Parade of Lights featuring Vinta floats preceded the formal opening program of the Sakayan Festival 2026 on Saturday, April 25, marking a significant milestone in the celebration of the 25th Charter Anniversary of Isabela City. The event was held at the city's grandstand.

Mayor Pays Tribute to Cityhood Founders

Isabela City Mayor Sitti Djalia Turabin-Hataman paid tribute to the key figures behind the creation of the city and honored the collective efforts of the Isabeleños who turned the vision of cityhood into reality. Her message was read by Basilan First District Board Member Ahmed Djaliv Hataman during the formal opening program.

Mayor Hataman recognized former Basilan Representative Abdulgani Salapuddin, the primary author of Republic Act 9023 that created Isabela City, and the late Mayor Luis Rubio Biel II, the city's first mayor. She highlighted the city's growth over the past 25 years, citing strengthened institutions and improved public service delivery, while acknowledging challenges ahead.

Salapuddin Highlights Unity and Progress

Salapuddin, now administrator and CEO of the Southern Philippines Development Authority, emphasized in his keynote message the values of unity, inclusive government, and collective progress. He described the Sakayan, meaning Vinta, as both a traditional mode of transportation and a symbol of shared progress. He noted the festival honors Isabela City's maritime heritage through a vibrant parade of decorated fishing boats along the Basilan Strait.

Governor Mujiv Hataman Recognizes People's Role

Basilan Governor Mujiv Hataman underscored the vital role of the people in shaping the city's success. He reminded Isabeleños that the Silver Cityhood Anniversary is not only a celebration of a legal milestone but also a recognition of collective achievements, sacrifices, and progress over the past 25 years.

The Parade of Lights was participated by cross-sections of society from government and private institutions. Several other activities are lined up for the Sakayan Festival, which will culminate on Sunday, May 2. The Silver Anniversary celebration is anchored on the theme “Isabela City at 25: Reflections and Directions.”
