San Juan Mayor Francis Zamora Immerses in First Sinulog Festival, Forging Cultural and Diplomatic Ties in Cebu
In a heartfelt revelation, San Juan Mayor Francis Zamora, who also serves as the National President of the League of Cities of the Philippines (LCP), described his inaugural attendance at the Sinulog Festival as more than just a party or entertainment. During an interview on Monday, January 19, 2026, Zamora emphasized that the event represents a deep and unifying experience, blending faith, culture, and community in an unforgettable manner. His four-day visit to Cebu for the Sinulog Festival 2026 allowed him to witness firsthand the warmth of the Cebuanos and their profound devotion to the miraculous image of the Sto. Niño.
A Spiritual Journey: From Fluvial Procession to Grand Parade
One of the most memorable moments for Mayor Zamora was participating in the early morning fluvial procession. Boarding a boat alongside thousands of devotees, he observed the immense reverence shown towards the Sto. Niño. Despite heavy rain on his first day in Cebu, the weather cleared for the procession, a phenomenon that many locals believe signifies the Sto. Niño's blessing of good weather during Sinulog. Zamora also joined the solemn foot procession with Cebu City Mayor Nestor Archival and attended the Grand Parade at the Cebu City Sports Center, fully embracing the Sinulog experience through long walks, wearing traditional head-dresses, and applying face paint.
Observations on Unity and Celebration Amidst the Crowds
Mayor Zamora expressed amazement at the density of the crowds, noting that even with millions of attendees, the celebration remained peaceful and orderly. He remarked that the festive atmosphere was palpable everywhere, from hotels and restaurants to the streets. He highlighted that Sinulog stands apart from other festivals he has attended because Cebu is the birthplace of Christianity in the Philippines, adding a unique historical and spiritual dimension to the event.
Diplomatic and Institutional Objectives Behind the Visit
Beyond the cultural immersion, Mayor Zamora's trip to Cebu had significant diplomatic and institutional purposes. On January 16, he led the signing of sister city agreements with the cities of Lapu-Lapu and Mandaue. The signing ceremony, held at the Cebu Provincial Capitol, was presided over by Governor Pamela "Pam" Baricuatro and attended by Lapu-Lapu City Mayor Ma. Cynthia "Cindi" Chan and Mandaue City Mayor Thadeo Jovito "Jonkie" Ouano. Additionally, the City of San Juan has issued resolutions expressing its intent to establish sister agreements with the Province of Cebu, Cebu City, and Talisay City. Zamora plans to return in the coming months to formalize these partnerships.
Future Plans and Symbolic Participation
Mayor Zamora stated that if given the opportunity by Cebu officials, San Juan will participate in Sinulog 2027 with its own float, symbolizing the collaboration between sister cities. This visit marks his second trip to Cebu, following his previous donation of P1 million each to the Province of Cebu and Bogo City after a 6.9-magnitude earthquake, underscoring his ongoing commitment to solidarity and support for the region.
