During the inauguration ceremony held on January 16, 2026, SBMA Chairman and Administrator Eduardo Jose L. Aliño emphasized the site's deep historical significance. The initiative was spearheaded by the United States Sailors Alliance of the Philippines (USSAP). The organization built the monument to symbolize the dedication of the over 35,000 Filipino sailors recruited by the United States between 1901 and 1991. These individuals were enlisted through recruitment centers at major U.S. naval bases, primarily in Subic Bay and Sangley Point, leaving an indelible mark on naval history.
The USSAP has been a key force in preserving this chapter of history. Their efforts include funding and presenting a previous statue in Olongapo City. The new monument in Subic Bay further solidifies this mission of recognition.
