ASEAN Summit in Cebu Scaled Back to Meet Energy-Saving Mandate
In response to a presidential directive aimed at curbing government energy usage, officials have significantly scaled down the upcoming events for the 48th Association of Southeast Asian Nations (ASEAN) Summit in Cebu. The move comes as global oil prices surge, prompting a nationwide call for restraint.
Shift to Online Formats and Cancellations
Provincial Chief of Staff James Canoy announced that only the leaders' meetings scheduled from May 7 to 9 will proceed in person, while all other gatherings have been transitioned to an online format. Additionally, several planned activities, including a program with the First Lady and a gala event, have been outright canceled. Canoy highlighted that these changes have led to a reduction in overall expenses for the summit.
Presidential Order and Compliance
The scaling back follows an explicit order from President Ferdinand Marcos Jr., conveyed by Executive Secretary Ralph Recto, to cut fuel and power consumption across all government agencies. Recto emphasized that this policy, outlined in Memorandum Circular 114, requires strict adherence from government-owned and controlled corporations as well. In a statement, Recto underscored the President's message that public officials must lead by example, demonstrating accountability as the nation grapples with an ongoing energy crisis.
Preparations Remain on Track
Despite the downsized program, Canoy assured that preparations for the ASEAN events are progressing smoothly. He noted that the ASEAN National Organizing Council (NOC), led by Director General Ambassador Helen dela Vega, is overseeing the arrangements with support from the Cebu Provincial Government. Recent meetings with First Lady Liza Araneta-Marcos and ASEAN NOC representatives have assessed readiness, with Canoy stating, "So far, preparations are good. We are just enhancing the sites." Tourism-related activities, such as tour programs, are being managed by the Department of Tourism in Central Visayas.
Final Coordination and Venue Details
A final coordination meeting with Cebu officials and ASEAN organizers is set for April 16 at Nustar Resort and Casino to finalize briefings and instructions. Canoy has requested that the tri-cities of Cebu, Mandaue, and Lapu-Lapu receive comprehensive briefings, with Lapu-Lapu City designated as the primary host for the event.
Lapu-Lapu City's Readiness and Cultural Initiatives
Lapu-Lapu City Mayor Ma. Cynthia "Cindi" King-Chan expressed confidence in the city's capability to host the international gathering. On April 7, 2026, she joined the First Lady and ASEAN NOC members in inspecting the Mactan Expo Center, the venue for the summit's opening ceremony. The inspection covered program flow, venue setup, security protocols, logistics, and media coordination to ensure a seamless, world-class hosting experience.
Mayor Chan affirmed, "Lapu-Lapu City stands ready to welcome ASEAN leaders and delegations with the highest level of service and capability," adding that local officials remain prepared to offer genuine hospitality despite global tensions. To enrich the cultural presentation, the Lapu-Lapu City Government launched "Mugna," a street design competition showcasing local community identity and heritage. Conducted in partnership with the National Commission for Culture and the Arts, the program involved artists, designers, and barangay representatives from 11 barangays in a workshop at a private hotel in Barangay Pusok.
Chan explained that this initiative goes beyond aesthetics, serving as a platform for communities to express their unique stories and traditions while enhancing the experience for ASEAN delegates.
