Senator Escudero Advocates for Heightened Protection Measures for Filipinos in the Middle East
Senator Francis "Chiz" Escudero has issued a compelling call for government agencies to ramp up coordinated protection efforts for Filipinos residing across the Middle East. This urgent appeal comes in response to escalating regional tensions following recent strikes in and around Iranian territory, which could potentially impact the vast Filipino community in the area.
Urgent Need for Anticipatory Action
Escudero emphasized that the significant Filipino presence in the Middle East, comprising over 2.2 million individuals living and working there, necessitates a response that is both urgent and anticipatory. He highlighted that more than 1,100 Filipinos are currently in Iran, directly facing the brunt of these rising hostilities.
The senator acknowledged President Marcos' directive to the Department of Foreign Affairs (DFA) and the Department of Migrant Workers (DMW) to activate contingency plans and account for Filipinos in affected zones. He stressed that this swift action is critical, particularly given the large concentrations of Filipinos in countries like Saudi Arabia, which hosts over 865,000, and the UAE, with nearly 650,000. Significant communities in Qatar, Kuwait, Bahrain, and Oman are also at risk of regional spillover effects.
Beyond Advisories: A Unified Crisis Approach
However, Escudero argued that mere advisories are insufficient given the magnitude of the risk. With millions of Filipino families relying on the safety of their loved ones abroad, he called for a more unified and forward-leaning strategy. This approach should ensure that embassies, welfare officers, and crisis teams operate with synchronized information and clear protocols in case conditions deteriorate further.
To achieve this, Escudero proposed the activation of a coordinated Middle East Crisis Command Center. This center would consolidate real-time monitoring, map out safe corridors, and pre-position evacuation assets in friendly ports or airports. He also emphasized the need to extend assistance to Filipino travelers stranded in airports or transit hubs due to flight cancellations, providing them with timely guidance, temporary support, and clear information on available routes or repatriation options.
Ensuring Communication and Support for Vulnerable Workers
"Such a mechanism is not alarmist but a necessary safeguard, especially for our overseas Filipino workers (OFWs) in high-risk areas like Israel and Iran, where mobility may be restricted and communication lines may be disrupted," Escudero pointed out.
The senator further underscored the importance of maintaining reliable communication channels with OFWs. He advocated for emergency hotlines, check-in systems, and temporary assistance for connectivity to ensure that workers remain informed and reachable. This is particularly vital for those in sectors with limited mobility, such as domestic work, construction, and caregiving.
Championing OFW Welfare as an Economic Priority
Escudero, a consistent champion of OFW welfare, reiterated that the Philippines must continue strengthening systems to protect Filipinos abroad. He noted that OFWs have long been a stabilizing force for the Philippine economy, making their safety a central component of the national response.
"I am prepared to work closely with our foreign and migrant-worker agencies to ensure that every Filipino in the region is accounted for, protected, and supported," he affirmed, reinforcing his commitment to proactive measures in safeguarding the diaspora.
