In a major security move, the Central Visayas police force will enforce a sweeping regional gun ban to safeguard two of the region's most significant upcoming events: the 461st Fiesta Señor and Sinulog Festival and the high-profile ASEAN Summit.
Specific Dates and Coverage Areas
The Police Regional Office in Central Visayas (PRO 7) is implementing the temporary suspension of all permits to carry firearms outside residence (PTCFOR). The ban also covers the transport of firearms, explosives, and their ingredients.
For the Sinulog Festival, the prohibition is effective from 12:01 a.m. on January 8, 2026, until 11:59 p.m. on January 20, 2026. It will be enforced in the cities of Cebu, Mandaue, Lapu-Lapu, and Talisay, as well as the towns of Cordova and Consolacion.
For the ASEAN Summit, a wider region-wide gun ban across all of Central Visayas will run from 12:01 a.m. on January 15, 2026, to 11:59 p.m. on January 31, 2026.
Strict Enforcement and Exemptions
The order, issued under the Enhanced Managing Police Operations (Empo) directive from the Philippine National Police (PNP) chief, is comprehensive. It suspends not just PTCFORs but also permits to transport firearms for gun club members, manufacturers, dealers, and repairers. Even the purchase of firearms will be halted during the ban periods.
The only individuals authorized to carry firearms during this time are uniformed members of the PNP, the Armed Forces of the Philippines (AFP), and other accredited law enforcement agencies. This strict measure aims to prevent any armed incidents and maintain public order.
Coordinated Security for Major Events
Police Brigadier General Redrico Maranan, chief of the Central Visayas police, emphasized that the ban is crucial for the smooth and peaceful conduct of the events. He stated that these measures are designed to maintain peace and order and ensure a safe environment.
"We urge the public to cooperate, remain vigilant, and report any suspicious activities to help safeguard the events and our communities," Maranan said.
The implementation is being coordinated with the AFP, local government units (LGUs), and other law enforcement bodies. To back the policy with strong manpower, PRO 7 has deployed over 10,000 police personnel and mobilized all its units to secure both the Sinulog Festival and the ASEAN Summit.
