The Philippine National Police (PNP) is in the final stages of preparing comprehensive security plans for the high-profile Association of Southeast Asian Nations (ASEAN) meetings scheduled in Cebu later this month. Acting PNP chief Lieutenant General Jose Melencio Nartatez Jr. made the announcement on Thursday, January 8, 2026, emphasizing the force's commitment to safeguarding all participants.
Dual Focus on ASEAN Diplomacy and Sinulog Festival
Nartatez clarified that while a significant police deployment is already in place for the grand Sinulog Festival, he has issued direct orders to bolster forces for the international gatherings. The ASEAN Tourism Ministers’ Meeting and the ASEAN Foreign Ministers’ Meeting are set for the last week of January 2026 in Cebu. This creates a unique security challenge, requiring the police to manage both a massive cultural celebration and sensitive diplomatic events simultaneously.
"Our personnel in Cebu are not only focused on the Sinulog Festival but also on the upcoming ministerial meetings in connection with the ASEAN Summit and related summits," stated Nartatez. He has specifically instructed the Regional Director of the Police Regional Office 7 (PRO7) to guarantee sufficient manpower. The directive ensures dedicated deployments for the ASEAN meetings, operating in addition to the existing security framework for Sinulog.
No Specific Threats, But Vigilance Remains High
The PNP acting chief provided reassurance regarding the current threat level. As of now, no specific threats have been monitored targeting the ASEAN Summit events. However, Nartatez was quick to assert that the entire police force will remain on high alert to preempt any potential disruptions. "So far, no threats have been monitored, but our cops will remain vigilant to prevent any disruption to peace and security," he affirmed.
This proactive stance is part of a broader objective to project a image of stability and safety to the world. Nartatez highlighted that the PNP aims to demonstrate to the international community that the Philippines is a secure destination for global events and tourism. He identified public cooperation as a critical component in achieving this goal, calling on citizens to be partners in maintaining order.
Key Security Priorities Outlined
The security blueprint focuses on several core areas:
- Protection of Delegates: Ensuring the safety of all attendees, especially foreign dignitaries and ministers.
- Crowd Management: Effectively handling the large volumes of people expected for both Sinulog and the ASEAN meetings.
- Seamless Coordination: Integrating operations between festival security and diplomatic event protection.
With these measures, the PNP seeks to facilitate the successful conduct of both the vibrant Sinulog Festival and the crucial ASEAN ministerial meetings, reinforcing Cebu's capability to host major international gatherings.
