The Cebu Provincial Development Council (PDC) has formally thrown its support behind a colossal P66.68 billion proposal aimed at transforming the province's infrastructure and educational landscape. These ambitious projects, officially endorsed on Monday, March 2, 2026, are now poised for consideration in the upcoming 2027 national budget, marking a significant step toward their potential implementation.

Major Investment in Climate-Resilient Education

The cornerstone of this comprehensive plan is a substantial allocation of P34.38 billion dedicated to a groundbreaking Department of Education (DepEd) initiative named "Acquire"—which stands for Advancing Climate-Smart, Quality, Inclusive, and Resilient Education. This program is strategically designed to expand technical and vocational training across Cebu, directly addressing a projected national shortage of 188,000 semi-skilled workers by 2035. By equipping students with relevant skills today, the initiative aims to prepare a future-ready workforce capable of meeting evolving economic demands.

While the "Acquire" program is primarily financed through a loan from the Asian Development Bank (ADB), supplemented by grants from various international education organizations, it has not been without scrutiny. During the council meeting, Cordova Mayor Cesar Suan raised pointed questions regarding the necessity of securing a loan rather than utilizing existing national funds. In response, DepEd officials clarified that due to intense competition for resources within the national budget, the loan represented the most viable and expedient method to secure the required capital for this critical educational upgrade.

Enhancing Physical Infrastructure and Coastal Defenses

The second-largest component of the budget, amounting to P31.98 billion, is proposed by the Department of Public Works and Highways (DPWH). This funding is earmarked for 348 distinct infrastructure projects focused on fortifying the province's transportation networks and environmental resilience. Notably, specific high-priority projects for the municipality of Cordova include:

  • P200 million for the construction of a new seawall to bolster coastal protection against erosion and storm surges.
  • P200 million for road development incorporating advanced slope protection measures to mitigate landslide risks.

These new proposals build upon a foundation of P63.54 billion in additional infrastructure work that the council had already approved in February, underscoring a sustained commitment to provincial development.

Supporting Science, Environment, and Judicial Efficiency

Beyond the primary education and infrastructure focuses, the council also endorsed several specialized projects to foster holistic growth in Cebu:

  • Science & Technology: A P167.42 million package, featuring a P15-million Science Center for Sustainable Development to promote innovation and research.
  • Environmental Management: P150 million allocated for developing a comprehensive master plan to address solid waste management challenges in Metro Cebu.
  • Legal System Support: The Office of the Provincial Prosecutor has requested funding for enhanced internet connectivity, officer training programs, and a new service vehicle. Given the urgent nature of these needs, the requests have been forwarded to the Provincial Peace and Order Council for accelerated review and action.

All endorsed projects are scheduled to be presented at the Regional Development Council (RDC) Full Council meeting on March 30, 2026. Approval at this regional level is a crucial next step, bringing the proposals closer to realization.
