The Office of the Chief Minister-Marawi Rehabilitation Program (OCM-MRP) has taken a significant step forward in supporting the recovery of Marawi City by releasing P1.8 million in labor cost subsidies to internally displaced persons (IDPs). This financial assistance is specifically designed to aid in the reconstruction of homes within the most severely affected areas from the 2017 Marawi siege.

Direct Support for Home Reconstruction

On Wednesday, February 25, 2026, the OCM-MRP announced that 30 IDPs each received P60,000, totaling the P1.8 million disbursement that was actually released the previous day, Tuesday, February 24. This initiative is a crucial component of the program's Construction Materials Assistance (CMA) Project, which aims to provide comprehensive support for rebuilding efforts.

The labor subsidy is targeted at IDPs who have either completed or are nearing completion of their house construction. "By covering labor expenses, the program enables families to allocate their remaining resources to other essential household needs," the OCM-MRP emphasized in an official statement. This approach ensures that beneficiaries can focus on other critical aspects of their recovery without being burdened by construction costs.

With this latest payout, the labor subsidy component has now assisted 226 beneficiaries in total. The subsidies have been released in three distinct batches:

  • 132 IDPs received assistance on February 24, 2025
  • 64 IDPs were supported on December 26, 2025
  • The most recent 30 beneficiaries received their subsidies on February 24, 2026

To guarantee the proper utilization of funds, the OCM-MRP conducts regular site visits to monitor the progress of house construction. This oversight ensures that the subsidies are effectively contributing to the rebuilding process and that the program's objectives are being met.

Comprehensive Rehabilitation Framework

The CMA Project is structured around three major components that work together to facilitate sustainable reconstruction:

  1. Provision of construction materials: Each beneficiary receives materials worth P240,000, including formworks, concrete and masonry supplies, plumbing fixtures, and electrical materials.
  2. Skills training for laborers: In partnership with the Ministry of Basic, Higher, and Technical Education-Technical Education and Skills Development, the program offers training in carpentry, masonry, and electrical maintenance.
  3. Labor cost subsidies: The P60,000 per beneficiary helps cover construction labor expenses.

The skills training component is particularly valuable as it equips IDPs with practical skills for home maintenance and creates potential livelihood opportunities beyond the immediate reconstruction phase. This holistic approach addresses both immediate housing needs and long-term economic stability.
