In a significant move to support the nation's transportation sector, the Philippine government has announced it will accelerate the distribution of its P5,000 fuel assistance program for public transport drivers. This initiative, mandated by President Ferdinand Marcos Jr., aims to provide immediate relief to drivers grappling with rising fuel costs and economic pressures.

Expanding Coverage Across All Vehicle Types

Executive Secretary Ralph Recto emphasized that the program will encompass a wide range of public transport vehicles, ensuring comprehensive support. The assistance will extend to ride-hailing motorcycles and cars, traditional taxis, jeepneys, and buses operating throughout the country. Recto stated that the government is committed to including all drivers who are actively operating, regardless of their vehicle type.

The primary objective is to help 396,352 public transport drivers in Metro Manila alleviate the financial strain caused by increasing fuel prices and protect their income stability. This targeted approach recognizes the essential role these drivers play in daily commutes and the broader economy.

Immediate Response to Global Conflicts

President Marcos Jr. has prioritized swift assistance for drivers affected by the ongoing conflict in the Middle East, which has contributed to global fuel price volatility. The prompt launch of this fuel subsidy program reflects the administration's commitment to mitigating the impact of international crises on local livelihoods.

The initial phase of payouts commenced on Tuesday, March 17, 2026, with 135,196 tricycle drivers receiving their assistance. This successful rollout was achieved through coordinated efforts between the Department of Social Welfare and Development (DSWD), the Department of Transportation (DOTr), and various local government units (LGUs).

Structured Distribution and Nationwide Expansion

Under the established framework, LGUs are responsible for setting up designated payout sites where eligible tricycle drivers can conveniently access their subsidies. Following this initial distribution, the program will progressively expand to include Transportation Network Vehicle Service (TNVS) drivers, motorcycle taxi operators, bus drivers, and jeepney drivers within Metro Manila.

The government plans to extend the program nationwide by April 2026, once the DSWD, DOTr, and the Land Transportation Franchising and Regulatory Board finalize the comprehensive list of beneficiaries. This systematic approach ensures that assistance reaches all qualified drivers across the Philippines.

Complementary Libreng Sakay Program

In addition to the fuel assistance, the government will introduce a Libreng Sakay (Free Ride) Program to further support commuters, particularly students and workers facing financial challenges due to rising prices of basic goods. This initiative will explore various implementation methods to maximize its effectiveness.

Potential strategies include deploying government-owned vehicles, contracting buses to provide fare-free rides, and collaborating with LGUs to extend operating hours for existing free bus services. By pooling these resources, the program aims to create a substantial positive impact on daily commuters.

Executive Secretary Recto highlighted that the combined efforts of these programs will significantly benefit both drivers and passengers, reinforcing the government's commitment to sustainable public transportation and economic resilience.
