Cebu Board Committee Opposes BRT Station at Capitol

The Committee on Arts and Culture of the Cebu Provincial Board has recommended blocking the planned construction of a Bus Rapid Transit (BRT) station in front of the Cebu Provincial Capitol. According to the committee, the station would obstruct the view of the landmark and damage its historical and architectural integrity.

Committee Recommendations

The committee's report, approved during the PB's regular session on March 13, 2026, contains two recommendations: supporting the declaration of Osmeña Boulevard as contiguous with the Cebu Provincial Capitol for review by the National Historical Commission of the Philippines (NHCP), and opposing the current location of the BRT station in front of the Capitol.

The committee stated that reducing the height and width of the station would not be sufficient to address its impact on the view. It emphasized that the problem lies in the station's placement directly in front of the Capitol, which is a declared National Historical Landmark.

Support for Osmeña Boulevard Declaration

Additionally, the committee recommended supporting the declaration of Osmeña Boulevard as contiguous with the Capitol's protected zone, so that future developments in the area would be subject to NHCP review.

The committee noted that the Capitol is classified as a Level I National Historical Landmark, granting it the highest level of protection under Republic Act 10066. Any development affecting its structure, surroundings, or view must undergo strict heritage evaluation.

NHCP Warnings and DOTr Position

The NHCP had previously warned that the proposed median station could block significant sightlines and buffer zones essential for preserving the Capitol's historical value. They recommended relocating the BRT lane to the curbside to avoid obstructing the vista.

However, the Department of Transportation (DOTr) stated that the median alignment is the most efficient for operations and warned that changes could affect the timeline and funding, including support from the World Bank.

Provincial Government's Stance

Despite this, the committee clarified that the Cebu Provincial Government does not oppose the BRT project itself, but only the design and location of the station.

The committee also cited a lack of coordination between project proponents and stakeholders, which contributed to delays, but stressed that protecting the Capitol remains the priority.
