DPWH Secretary Vince Dizon Asserts Strong Evidence in P289 Million Flood Control Case

Department of Public Works and Highways (DPWH) Secretary Vince Dizon has publicly declared his confidence in the charges and evidence presented against former Ako Bicol Representative Zaldy Co and other individuals implicated in a controversial flood control project in Oriental Mindoro. The case, which involves an alleged anomalous project valued at P289 million in Naujan, Oriental Mindoro, is currently under review by the Sandiganbayan, the Philippines' anti-graft court.

Confidence in Judicial Process and Substantial Evidence

In a recent interview following his testimony before the Sandiganbayan on Tuesday, January 20, 2026, Dizon emphasized the strength of the evidence. "For us, the evidence is strong. We are confident that the Sandiganbayan will prove that the project was indeed substandard and that Sunwest, former Congressman Zaldy Co, and the DPWH colluded to build a substandard project to steal the money of our countrymen," Dizon stated. He further expressed belief that the court would deliver a fair judgment based on the substantial evidence presented, ensuring the case stands firm.

Dizon highlighted that the investigation into the questionable flood control project followed proper procedures, including scrutiny by the Commission on Audit (COA). "We are confident in the evidence and we stand by everything we did to get us to this point in this case," he added, reinforcing the department's commitment to transparency and accountability.

Broader Implications and Ongoing Hearings

The charges against Co and several former DPWH-Mimaropa officials are linked to graft allegations, raising concerns about corruption in public infrastructure projects. Dizon noted that he expects to appear frequently before the Sandiganbayan due to similar cases involving flood control projects in other regions, such as Davao Occidental and Bulacan. This underscores the broader scope of investigations into potential irregularities within DPWH projects across the country.

The case highlights ongoing efforts to address substandard infrastructure and misuse of public funds, with Dizon's statements aiming to reassure the public of the government's dedication to justice and integrity in public service.
