Department of Public Works and Highways (DPWH) Secretary Vince Dizon expressed confidence in the strength of evidence to be presented against presidential cousin, Leyte Representative Martin Romualdez. In an interview, the secretary was asked why no actual case has been filed against Romualdez despite being mentioned by several resource persons in Senate and House of Representatives hearings.

Legal Process Underway

According to Dizon, the legal process against Romualdez is ongoing and will be filed in court, such as the Sandiganbayan, as soon as possible. The secretary is confident in the weight of evidence against the former House leader, which he personally referred and submitted to the Office of the Ombudsman on November 30, 2025.

Dizon stated that these pieces of evidence led the court to issue a freeze order on the properties of the presidential cousin and prevent him from leaving the country. The secretary emphasized that although many want to see the former House leader charged or imprisoned, the case must go through the proper process, similar to the cases of Senator Jinggoy Estrada and others currently detained due to flood control projects.

Background of the Case

Romualdez served as Speaker of the House when the 2025 National Budget was formed, which is considered one of the most corrupt national funds due to alleged illegal insertions. Former House Appropriations Committee Chair Zaldy Co also served at that time and faces multiple cases due to his company Sunwest Corporation's involvement in a ghost flood control project.
